The State Duma is considering a bill that would provide for the legislative consolidation of the GTO complex (“Ready for Labor and Defense!”). Deputies will consider it in the second reading. Let us note that since the first reading, no fundamental changes have been made to the law on the implementation of the GTO, with the exception of some technical amendments.
The document introduces the concept of GTO as the normative basis of the physical education system for the population, for which state requirements have been established. Where can I take the GTO?
According to Igor Ananskikh, a member of the lower house of parliament committee on physical culture, sports and youth affairs, the main task now is to ensure that the law on the GTO is adopted by the masses as quickly as possible, so that people have the opportunity to train and pass the GTO standards. To this end, starting in 2016, the bill provides for the creation of special centers throughout the country where people can pass the GTO standards for free.
It is noteworthy that in some regions of Russia, GTO testing centers will open this year. For example, today, September 25, such a center opens in Nyazepetrovsk.

The judges did not make concessions for the deputies. Each test taker was asked to familiarize himself with the rules for performing a particular exercise at a special stand. As a result, many deputies successfully fulfilled the standards in five categories. However, they were not given TRP badges, but they were given certificates of participation. The judges unofficially named the chairman of the Rodina party, State Duma deputy Alexei Zhuravlev, as the toughest nut to crack. He even walked on his hands. The parliamentarian explained that he is actively involved in fitness. “I passed it for a gold badge! Everyone to the gyms and stadiums!” Zhuravlev wrote then on his Facebook page.
Let us recall that last year Russian President Vladimir Putin spoke at a meeting of the Council for the Development of Physical Education and Sports. I. General provisions
In accordance with the Strategy for the Development of Physical Culture and Sports in the Russian Federation for the period until 2020, approved by Decree of the Government of the Russian Federation of August 7, 2009 No. 1101-r and the state program of the Russian Federation “Development of Physical Culture and Sports”, approved by Decree of the Government of the Russian Federation Federation of April 15, 2014, the share of the population systematically involved in physical culture and sports should reach 40% by 2020, including the share of citizens of the Russian Federation involved in physical culture and sports at work, in the total population employed in economy - 25%.
To solve this problem and in order to improve state policy in the field of physical culture and sports, from September 1, 2014, in accordance with the Decree of the President of the Russian Federation of March 24, 2014 No. 172 “On the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” "(GTO)" in the Russian Federation, the All-Russian physical culture and sports complex "Ready for Labor and Defense" (GTO) (hereinafter referred to as the GTO complex) was introduced - the programmatic and regulatory basis for the physical education of the population.
Decree of the Government of the Russian Federation dated June 11, 2014 No. 540 approved the Regulations on the GTO complex, which defines the principles, goals, objectives, structure, content and organization of work on the implementation and further implementation of the GTO complex.
In accordance with the Federal Law of October 5, 2015 No. 274 “On Amendments to the Federal Law “On Physical Culture and Sports in the Russian Federation” and certain legislative acts of the Russian Federation”, in order to attract citizens to physical culture and sports locally residence, work and study, physical education and sports clubs are created as independent subjects of physical culture and sports, carrying out their activities in the form of public organizations.
The law also establishes state guarantees for persons undergoing training to comply with the standards of the GTO complex, as well as for persons who have fulfilled the standards of the GTO complex.
The GTO complex consists of 11 steps in accordance with the age groups of the population from 6 to 70 years and older and standards for 3 levels of difficulty corresponding to gold, silver and bronze signs.
The regulatory and testing part of the GTO complex provides for state requirements for the level of physical fitness of the population, including: standards for types of tests (tests) (mandatory and optional); recommendations for weekly physical activity. Mandatory tests and elective tests are aimed at determining the level of development of a person’s physical qualities: endurance, strength, flexibility, coordination and speed capabilities, mastery of applied skills in swimming, shooting, and skiing.
Subjects of the Russian Federation are given the right to additionally include 2 types of tests in the RLD complex at the regional level, including national, military-applied and the most popular sports among youth.
By Order of the Government of the Russian Federation dated June 30, 2014 No. 1165-r, an action plan for the phased implementation of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) (hereinafter referred to as the plan) was approved.
The plan provides for the implementation of the GTO complex at the federal, regional and local levels in three stages: the organizational and experimental stage of introducing the GTO complex among students in educational organizations in certain regions of the Russian Federation (September 2014 - December 2015); the stage of implementation of the GTO complex among students of educational organizations in all constituent entities of the Russian Federation and other categories of the population in individual constituent entities of the Russian Federation (January - December 2016); stage of widespread implementation of the GTO complex among all categories of the population of the Russian Federation (January - December 2017).
Clause 25 of the regulations on the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO), approved by Decree of the Government of the Russian Federation dated July 11, 2014 No. 540, and paragraph 36 of the plan provides for the approval of recommendations for employers on the organization, preparation and implementation of the standards of the All-Russian Physical Culture and Sports Complex. sports complex “Ready for Labor and Defense” (GTO) for persons engaged in labor activities.
The sequence of organizing and conducting testing of the population to meet the standards of tests (tests) of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) is carried out on the basis of the procedure for organizing and conducting testing of the population within the framework of the All-Russian physical culture and sports complex “Ready for Labor and Defense” "(GTO), approved by the Russian Ministry of Sports.
Federal Law dated December 4, 2007 No. 329-FZ “On Physical Culture and Sports in the Russian Federation” provides for the creation by state authorities and local governments of testing centers for the implementation of test standards (tests) of the GTO complex to assess the population’s compliance with test standards (tests) of the complex GTO. Testing centers nominate individuals who have fulfilled the standards to be awarded the appropriate insignia of the GTO complex.
The recommendations have been developed for employers with the aim of organizing the process of preparing persons engaged in labor activities to comply with the test standards of the GTO complex and are intended to promote the implementation of the GTO complex among the adult population of the Russian Federation.
II. Measures recommended for employers to organize, prepare and implement the standards of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) for persons engaged in labor activities
In order to provide employees with conditions for preparing and fulfilling the standards of testing (tests) of the GTO complex, employers are recommended to take the following measures:
1. Informing workers about the implementation of the GTO complex as a programmatic and regulatory basis for the physical education of the population, including the use of modern information technologies and the Internet information and communication network.
2. Organization and conduct of physical education and sports events among employees, interaction with physical education and sports organizations, public organizations and trade union organizations.
3. Organization of work on planning, coordination and control of activities for the implementation of the GTO complex by including in the employer’s work plans issues of material, technical, methodological, information and other support for the implementation of the GTO complex among employees.
4. Inclusion in the organization’s work plans, regulations, schedules and regulations on the holding of corporate sports competitions, festivals, holidays, and other events, measures aimed at preparing, including self-training, workers for meeting the test standards of the GTO complex.
5. Providing conditions for the work of physical education and sports clubs, the activities of which are aimed at preparing, including self-training, workers and members of their families to meet the standards of testing (tests) of the GTO complex and organizing weekly physical activity.
6. Organization of interaction with the governing bodies of physical culture and sports of the constituent entities of the Russian Federation, and local government bodies, testing centers for the implementation of test standards (tests) of the GTO complex in order to familiarize themselves with and organize training for those wishing to fulfill the test standards (tests) of the GTO complex.
7. Organization of equipment available on the balance sheet of sports facilities and recreational areas with the necessary sports equipment and equipment for training, including self-training, workers and members of their families to comply with test standards of the GTO complex and organization of weekly physical activity.
8. Use of the methodological recommendations of the Ministry of Sports of Russia on the creation and equipment of low-budget sports grounds at the place of residence and study in the constituent entities of the Russian Federation dated December 1, 2014 to create the necessary material and technical base and equipment of low-budget playgrounds at the place of residence and work for training, including independent training workers to comply with test standards for the GTO complex.
9. Development and approval of a plan for physical education and sports events using elements of the GTO complex at an enterprise or organization in accordance with regional and municipal plans for the phased implementation of the GTO complex.
10. Consolidation in local regulations of the organization of activities aimed at the preparation and implementation of test standards for the GTO complex, the organization of weekly physical activity of workers.
11. Establishment of measures of material and non-material incentives for employees (incentive payments, bonuses, awards with letters of gratitude, certificates of honor, provision of additional paid leave to participate in the events of the RLD complex, etc.) for activities related to the preparation of employees and members of their families to meet standards of the GTO complex, as well as personal participation in physical fitness testing at testing centers and compliance with test standards (tests) of the GTO complex.
12. Development and approval of the procedure for compensating employees for paying for classes in sports clubs based on the order of the Ministry of Labor and Social Protection of the Russian Federation dated June 16, 2014 No. 375N “On amending the Standard List of measures annually implemented by the employer to improve working conditions and safety and reduce professional levels risks" (registered by the Ministry of Justice of the Russian Federation on June 20, 2014, registration No. 32818).
13. Using the opportunity to attribute costs for organizing and conducting physical education, health and sports events for the implementation of the GTO complex as part of other expenses associated with the production and sale of products, works, services in accordance with subparagraph 7 of paragraph 1 of Article 264 of the Tax Code in order to reduce taxable income bases.
14. Development and approval of indicators and criteria for assessing the participation of divisions, branches, subsidiaries in work aimed at preparing and fulfilling the standards of tests (tests) of the GTO complex, organizing weekly physical activity of workers.
15. Using the opportunity to submit a collective application for participation in testing events conducted by testing centers to attract more workers to participate in the GTO complex.
16. Organization of obtaining by employees a medical report on admission to physical education, mass sports and compliance with test standards (tests) of the GTO complex in departmental outpatient clinics, taking into account the results of medical examinations: preventive, preliminary, periodic, in-depth, in the presence of a medical report on state of health.

Currently, the political elite of our country is actively discussing a new decree of the Government of the Russian Federation “On approval of the Regulations on the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO).” This provision was developed by the Ministry of Sports on the instructions of the President of the Russian Federation V.V. Putin.
Our political elite decided to bring back the good old days of the love of the entire population of the country for sports. And the President of the Russian Federation gave instructions to the Minister of Sports of the Russian Federation to develop new GTO indicators (“Ready for labor and defense”). In the USSR, GTO standards were in force from 1931 to 1991 inclusive. These standards applied to the entire population from ten to sixty years old and consisted of passing an exam on theoretical knowledge and fulfilling sports standards.
However, at present, when all the people of our country, and the whole world as a whole, have become lazier, such a decision was made. Moreover, what is interesting is that as a result of this decision, it is not easy to reintroduce the GTO system in our country, and with it a certain reward system for passing them appears. Thus, according to the provisions specified in the resolution, from September 1, 2015, the GTO standards begin to apply throughout Russia and will apply to the entire population from six years of age, regardless of gender.
In addition, when fulfilling and passing the GTO standards at enterprises and educational institutions, additional incentives will be introduced, but only for high results. These include, for example, increased stipends, additional bonuses and salary increases. Gold, silver and bronze medals will be awarded for special results according to the GTO standards.
According to the previous GTO standards in force in the USSR, in order to receive a gold GTO badge, you had to perform well physically. For example, men aged 29 to 39 years old had to run three kilometers in 14 minutes. Nowadays, not everyone can run a kilometer, let alone three.
The TRP standards will be one of the main exams for admission to higher education institutions from 2015, as the Minister of Education of the Russian Federation explained in his last interview.
In general, if we talk about politics, the Government of the Russian Federation has divided opinions. Because some deputies are ready to prove themselves in sports and compete for the best results according to the GTO standards established by the state. Others, on the contrary, regard this innovation as an unnecessary return to the past.
But, nevertheless, the decree of Russian President Vladimir Vladimirovich Putin is beginning to be prepared for execution throughout our country. Therefore, we will watch with interest the sporting transformation of our Great Power and directly participate in it ourselves.
More than 50 employees of workshops and divisions of HaloPolymer Kirovo-Chepetsk LLC passed the GTO standards on December 10 and 11. The plant is one of the first among the city's industrial enterprises to participate in the revived system of physical education and sports education.
In order to pass the GTO standards at their age level, participants passed mandatory tests and optional tests. Among the obligatory ones for women were running a distance of 2 km, push-ups, and flexibility exercises; for men – running at a distance of 3 km, pull-ups on the bar or snatch of a 16 kg weight, flexibility exercises. The standards also included running a distance of 100 meters, swimming a distance of 50 meters, long jump, and throwing a grenade.
The youngest member of the team was a 19-year-old girl, and the oldest member was a 53-year-old man. Together with the team, a former employee of a polymer plant, who is already over 70 years old, passed the GTO standards. And by the way, he is vying for a gold badge.
We want to revive the sports movement at the enterprise. We started with passing the GTO standards,” said leading HR specialist Irina Kirillova. “In three weeks, we assembled a team, sent an application to the testing center, where they determined the types of tests and the composition of the judges.
Almost the entire team of HaloPolymer Kirovo-Chepetsk LLC coped with the task. The results will be recorded in protocols and sent to Moscow. The awarding of badges will take place next year.
